Russia launched its biggest one-night drone attack on Ukraine yet. The assault involved more than 450 attack drones and around 30 missiles. It badly damaged energy facilities in nine regions. Over one million people lost power as winter cold arrived.
The strikes happened overnight into December 13, 2025. They knocked out substations and water pumping stations. This cut electricity and water in areas with dropping temperatures. Ukrainian leaders called it one of the war’s most complicated air attacks. The huge number of drones overwhelmed defenses and hit key sites.
Escalating Air Assault

Ukraine’s military tracked hundreds of drones, including many Iranian-made Shahed models, mixed with missiles. Defenders had to choose quickly which threats to shoot down. The attack’s size stretched interception tools thin. Experts say repeated hits like this could weaken Ukraine’s defenses over time. That might lead to longer blackouts across the country.
Russia has targeted energy sites since late 2022. The goal is to cut heat and power in winter. This fits Moscow’s shift to a long war of wearing down Ukraine. After failing to take Kyiv in early 2022, Russia turned to far-reaching strikes. The latest barrage builds on that pattern, testing Ukraine’s limits.
Grid Under Pressure

Ukraine’s power system has survived two harsh winters of attacks. Repairs have fixed some substations, transformers, and lines. But the network stays weak. Each strike erodes safety margins. Single hits now spark bigger failures that repairs can’t keep up with.
Energy leaders in Ukraine and Western watchers see a clear Russian plan. Moscow aims to slowly break power generation and delivery. This causes chain reactions of outages. In this attack, sites in Kirovohrad, Mykolaiv, Odesa, Sumy, Kharkiv, Kherson, Chernihiv, Dnipro, and Cherkasy regions suffered direct damage.
Thousands of homes went dark. Water pumps stopped without electricity. Local officials opened warming centers. They urged people to save energy. Some power returned in spots, but more strikes loomed as a threat.
Human Toll Mounts

The drone and missile barrage killed at least three people. It injured ten others. Deaths occurred in the Donbas towns of Oleksiievo-Druzhkivka and Kostiantynivka. Debris from downed drones and blast effects hit homes near energy sites.
In Odesa, back-to-back strikes worsened the pain. Residents relied on generators. Repair teams worked fast to bring back services. The attacks reached beyond Ukraine too. Ukrainian drones struck Russia’s Saratov region. Russian reports say two people died there. A home, kindergarten, and clinic took damage. Moscow said it shot down 41 Ukrainian drones. This shows how drone fights now happen deep behind lines.
Shifting Drone Dynamics

The assault points to a new focus on drones in the war. Russia sends waves to overload defenses. Ukraine hits back at Russian oil storage, air bases, and supply routes. Think tanks like the Institute for the Study of War highlight drones’ low cost compared to missiles. This lets both sides keep up steady pressure.
President Volodymyr Zelenskyy warned that nights with over 400 drones drain Ukraine’s resources. Each shoot-down uses expensive weapons that Russia can easily replace. NATO experts note risks if Western help slows due to politics. Ukraine’s power teams brought in mobile transformers and shifted electricity flows. EU and G7 nations supplied gear and money. Still, spare parts run low. This makes handling blackouts harder.
Russia keeps building drone swarms. Ukraine strikes far into enemy land. The war digs into a grind of exhaustion. Civilian targets like power grids raise suffering. Aid talks stall, and diplomacy freezes. Winter blackouts warn of tougher times ahead.
