The Department of Homeland Security deployed one of the largest federal law enforcement concentrations to an American city in recent years. About 2,000 ICE agents, Homeland Security Investigations officers, and Border Patrol personnel arrived in the Twin Cities in early January.

Tens of thousands marched through the streets of Minneapolis on January 10 to protest federal actions. Homeland Security Secretary Kristi Noem appeared on Fox News Sunday Morning Futures. “We’re sending more officers today and tomorrow,” Noem said, announcing “hundreds more” federal agents.

The announcement came days after an ICE agent fatally shot a Minneapolis resident. The incident sparked nationwide protests. With reinforcements, the total federal presence would exceed 2,400 agents—more than double the combined Minneapolis and St. Paul police.

On January 7, 2026, at 9:37 a.m., ICE agent Jonathan Ross fired three shots at Renee Nicole Good. She sat in her maroon Honda Pilot on Portland Avenue in south Minneapolis. Good, 37, was an American citizen and mother of three.

She came to support neighbors during the federal operation. Cell phone and bodycam footage showed conflicting commands. Ross fired in under one second as her wheels pointed away. EMS arrived six minutes later. Good died at Hennepin County Medical Center.

Minneapolis Mayor Jacob Frey responded hours after the shooting. He told ICE to leave Minneapolis in a news conference.
